Negro students, however, would be permitted to attend any one of the three schools providing the total number did not exceed a "controlled" maximum set for each school. A citizens committee earlier recommended redistricting for only two schools SO more Negro students could be shifted from Muir to Pasladena High School.

Committeemen said their plan would provide a better ethnic balance. Changes in district lines were asked originally to solve an enrollment gap caused by withdrawal of 800 La Canada students to their own high school. Big Local Loss Seen in Film Tax Bills County Assessor Philip E. Watson said Tuesday that two Sacramento measures backed by the motion picture industry could spell a $2.5 million annual tax loss to local government agencies. The bills, introduced Sen.

Thomas M. Rees (D- Beverly Hills) and Asseme blyman Charles J. Conrad Oaks), would assess pictures on the "raw film" value of the negatives. After a long fight over valuation of Mike Todd's "Around the World in 80 Days," the California Supreme Court held that production costs could be figured in the assessments. Watson said that last year film productions in this county were assessed 097,050, plus $617,500 in film libraries.

If the Sacramento bills pass, Watson said that Culver City, home of MetroGoldwyn Mayer Studios, would be hardest hit because it has $11,613,180 in film assessments. Burbank, home of Warner follows with 701, and the Universal City area has $2,209,580. Other districts have film productions assessed at a 080 total.
